(Image: WAMU Radio)<\/figcaption><\/figure>\n<p>On Tuesday, councilors were on the verge of voting to award the contract to operate its sports betting venture. The problem &#8211; at least for some &#8211; is that decision would have seen them bypassing the procurement process, and simply awarding the lucrative contract to the sole bidder instead.<\/p>\n<p>That bidder is Intralot, a Greek-based company which has been running DC\u2019s lottery for the last 10 years. But at the last minute, councilors balked and backed out the the vote.<\/p>\n<div class=\"callout\">\n<p>Intralot facts:<\/p>\n<ul>\n<li><strong>Annual Wagers<\/strong>: $27.6B<\/li>\n<li><strong>Revenue<\/strong>: $1.27B<\/li>\n<li><strong>Betting Terminals<\/strong>: 300,000<\/li>\n<li><strong>Global Imprint<\/strong>: 87 contracts in 29 countries<\/li>\n<\/ul>\n<\/div>\n<h2>Making a Monopoly?<\/h2>\n<p>Council member David Grosso was among those against the idea of handing out such a key contract without at least shopping around first.<\/p>\n<blockquote class=\"main-blockquote\"><p><strong>\u201cIt\u2019s creating a monopoly, rather than an opportunity,\u201d<\/strong> Grosso told NBC News in Washington. <strong>\u201cIt\u2019s a complete disregard of all our attempts to reform our contracting.\u201d<\/strong><\/p><\/blockquote>\n<p>Council chairman Phil Mendelson was set to introduce the emergency measure at this week\u2019s meeting before pulling the bill.<\/p>\n<p><strong>\u201cIt\u2019s not sole sourcing,\u201d Mendelson said to NBC in defense of his bill. \u201cWe are voting to extend the contract.\u201d<\/strong><\/p>\n<p>Except they&#8217;re are not voting &#8212; at least, not this week.<\/p>\n<p>Other councilors say they want to allow some time for the public to have input, even if it means pushing back legislation, thus delaying significant gaming revenue.<\/p>\n<blockquote class=\"main-blockquote\"><p><strong>\u201cWe would lose some months,\u201d<\/strong> councilor Mary Cheh told the Washington Post, <strong>\u201cbut we would at least have it out there in the open and have a hearing.\u201d<\/strong><\/p><\/blockquote>\n<h2><strong>Burning Money<\/strong><\/h2>\n<p>Going purely by the numbers, it\u2019s likely in the betting public\u2019s best interest that its councilors do shop around.<\/p>\n<p>They <a href=\"https:\/\/www.casino.org\/news\/dc-sports-betting-bill-could-pass-tuesday-with-intralot-as-sole-operator\">passed the sports betting legislation<\/a> on December 19,<sup>\u00a0<\/sup>and at the time, it was assumed that the gaming contract would go to Intralot.<\/p>\n<p>However, the company\u2019s model would be difficult for anyone with designs on turning a profit by betting on sports in DC. Unlike Las Vegas, whose sports books retain about five percent of the money bet, Intralot\u2019s DC model would see it withholding 20 to 30 percent of the total handle.<\/p>\n<p>That means a lot more vig (the fees charged to make a bet) for the customer, greatly reducing the chances of ever making a profit.<\/p>\n<p>The American Gaming Association&#8217;s <a href=\"https:\/\/www.casino.org\/news\/district-of-columbia-legalizes-sports-betting-grants-intralot-stranglehold-on-nations-capital\">Sara Slane previously noted<\/a> that her organization was \u201cdeeply concerned about giving the lottery a virtual monopoly.\u201d<\/p>\n<p>Councilman Mendelson has agreed to pull his emergency bill and re-introduce it via standard legislative measures.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Sports betting is coming to Washington DC, but it\u2019ll have to wait after council members postponed a key decision which would have seen them fast track the process.
